International HF Radar Pioneer Stuart Anderson Visits Rutgers to Discuss Emerging Ocean Remote Sensing Applications

NEW BRUNSWICK, N.J. — June 15, 2026 — Rutgers University recently welcomed internationally recognized HF radar physicist Dr. Stuart J. Anderson for a seminar exploring the future of high-frequency (HF) radar remote sensing of the ocean surface.

Hosted by researchers from the Rutgers University Center for Ocean Observing Leadership (RUCOOL), Dr. Anderson presented a talk entitled “Ocean Surface Signatures of Some Phenomena in the Atmosphere-Ocean Boundary Layer and Their Observability with HF Radar.” The presentation highlighted how advances in radar technology and signal processing are expanding the ability of HF radar systems to observe oceanic and atmospheric processes beyond traditional measurements of surface currents and waves.

HF radar has become an essential component of coastal ocean observing systems worldwide, providing continuous measurements of surface currents and sea state that support maritime safety, search and rescue operations, environmental response, and ocean forecasting. Anderson emphasized that while these operational applications remain critically important, the technology possesses untapped potential for detecting and analyzing a much broader range of ocean and atmospheric phenomena.

Drawing on decades of research and experimentation, Dr. Anderson described frontier applications of HF radar, including the characterization of ice fields, ship and submarine wakes, internal ocean flows, convective atmospheric cells, and advanced target classification techniques. He also discussed emerging concepts such as passive HF radar systems and novel signal processing approaches that could significantly enhance future remote sensing capabilities.

Dr. Anderson’s visit provided Rutgers faculty, students, and researchers with a unique opportunity to engage with one of the pioneers of modern HF radar science. His career spans more than five decades and includes major contributions to the development of Australia’s Jindalee Over-the-Horizon Radar program, the world’s first operational over-the-horizon ship detection capability, and early ocean wind mapping services that supported national meteorological operations.

Currently an Adjunct Professor at the University of Adelaide and Honorary Professor at University College London, Dr. Anderson remains an active researcher and collaborator in the fields of oceanography, electromagnetics, signal processing, artificial intelligence, and HF radar technology. He has authored more than 350 scientific publications and is widely regarded as one of the leading authorities on HF radar development and applications worldwide.
