NCO Utilites are installed on several IMCS computers, but I have had difficulty compiling some of the later versions on solaris machines. And if OPeNDAP is not present on a machine, then NCO cannot be built with OPeNDAP support. One important distinction to remember is that OPeNDAP-enabled NCO builds cannot work with datasets in excess of 2GB in size, whereas NCO builds without OPeNDAP support do not suffer from this restriction.
